You're going to decrease on every other row for the raglan edge and every 4th row for the neck edge. Over 31 rows, that's 16 decreases at the raglan edge and 8 decreases at the neck edge for a total of 24sts decreased out of 28.
If you call the next row, row 1, decreases at the raglan edge on row 1 and every odd number row. Decrease at the neck edge on rows 3,7,11,15,19,23,27,and 31 (every 4th row start on row 3).
It may help to write out the rows and check them off as you do them.

Thank u sooo much you actually opened my eyes I got soo confused I thought the stitches have to be reduced at next and every alt thn in 3rd and 4th row such a fool of me thanks a million
I rectified all my other mistakes otherwise I guess no one could fit in the jumper I wanted to know wht am I doing is it correct
There are 53 sts
And inc one st at each end in next and every foll 8th row (63sts)so if I count next row ,row 1 thn I will inc 2 sts at row 9,18,27 till I get 63 sts

it's very easy to get confused by these directions but you've done a great job of interpreting them. I'd increase on row 1, 9, 17, 25, and 33. And you're right that it's a 2st increase per row, one st at each end.

Sooo happy I'm soo sorry fr bothering just wnt to check on these too
To know correctly
63sts work 16 row dec 1st at each end in next and every foll 4th row (55sts)
next row I count as 0 where I dec 1st and on 4,8,12,I dec 2sts and on 16th row I dec 1st
Other one is 53sts. Work 34 row dec 1st on each end in next and every foll alt row (19sts)
Next row I count as 0 so even number will be my alt rows to dec
where 0,4,6,8,10,12,14,16,18,20,22,24,26,28,30and 34 I will dec 2sts and on row 2 and 32 I will dec 1 st is this rite I am not sure about this

In both cases the dec are one st at each end so each decrease row lowers the st number by 2sts. For
"63sts work 16 row dec 1st at each end in next and every foll 4th row (55sts) " I would decrease on 0, 4, 8, and 12. That decreases 8 sts even though it's not on 16 rows. I'd just work 4 rows with out a dec.
For the second one:
" 53sts. Work 34 row dec 1st on each end in next and every foll alt row (19sts)"
Next row I count as 0 so even number will be my alt rows to dec
where 0,4,6,8,10,12,14,16,18,20,22,24,26,28,30, 32 and 34
I've changed the end row to include 34. Again it's a decrease of 2sts in each row.
