How to Choose Correct Pattern Size

I want to make a shrug. The pattern gives finished sizes: 36, 40, 44, 48, 52 using size 7-9 needles. Gauge is 17 sts=4inches. I would normally do 42. Would 40 be too tight? 44 to big?

I would like to wear the shrug over a blouse or lightweight cotton pullover.

It sorta depends on the pattern, which one is it? Some are supposed to be loose, and some are snug and some don't close in front so it may not matter. First, see if you get the gauge with whatever needles you use. If it's right on then decide how you want it to fit. If your gauge is small, knit the 44, if it's a little big, knit the 42.
