Perplexed by these knitting instructions..help!

I just finished (almost) a boys sailor sweater cardigan, the last instructions are for the sailor collar (the neck has already been bound off) it reads: Collar: Starting at back edge with No.#5 needles and white cast on 39 stitches, then goes on to say how to work the pattern..my question is where the neck has already been bound off at the back how do I go about casting on the 39 stitches? Your answer would be most appreciated.

If you weren't to cut the yarn after binding off, using that last stitch, cast on to it with a knit or cable CO. Or maybe you CO separately, and sew the collar on. Reading through to the end of the pattern and the finishing may give you some answers. If you still don't get it, type in the pattern for the collar only and we can help you some more.
