Changing size of cardigan pattern

I am using Lopi yarn to knit a cardigan. Using a #10.5 circular needle the gauge is 3 st = an inch.

Largest bust size for pattern is 48" bust casting on 133 sts.
I have actually cast on 133 sts using 10.5 needle and end up with approx. a 34" wide piece. My daughter definitely needs 48" for waistband and bust.

The pattern calls for a #8 needle to start waistband, casting on 133 sts knitting ribbing to 1.5" and then increasing 12 sts in next row of ribbing increasing that row to 145 sts and then changing to 10.5" needle to start body of sweater.

Does anyone have suggestions?
