The same exact thing is happening to me and I'm a new crocheter. I'm so frustrated. My Fiance wants me to make him a beanie and I did it to about row 16 just like the pattern said and it looks like a frisby! Ughhh

You might find this video helpful. She joins her rounds in the video, your pattern says not to. Maybe it would be easier to keep track of stitch counts if you do join your rounds.
