stocking

I am at the heel of the stocking and I have the left side with 8 stitches on a holder, the inseam with 27 stitches on a holder and am now on the right heel with 8 stitches. The pattern says to slip 11 stitches on free needle and knit 8 stitches of heel and 9 stitches of inseam. Where did the 11 stitches go and why am I now only knitting 9 stitches of inseam?

I've made socks, but that sounds different to me..probably just the wording, but what pattern are you using? Just include a name and link if possible don't type out the whole pattern.
