I'm not terribly experienced with charts but I believe you read knitting charts as follows: Row 1 - right to left; row 2 - left to right; row 3 - right to left; row 4 - left to right, and so on. So, on the chart you show, you start reading each row on the side that the number is listed beside. I know it's not intuitive but that's the way it's done.
