does joining in round count as a row?

Good evening! I'm starting a cowl project and just casted on 64 stitches. Next, it says to join in round and work as follows: rounds 1-13, p6k2, rep to end.
When I join in the round is that rnd 1 (with p6k2 pattern) or do I join in round with knitting all the way around and then start the pattern?

The pattern directions are to join the cast on sts so they can be knit in the round and proceed with row 1 in the p6k2 pattern. (So no extra knit row.) Good luck with the cowl. It's a really useful project!
