Raspberry Stitch

I have recently started a hat in the raspberry stitch, which is worked in multiples of 4 stitches. I cast on 72 stitches and now at the point where I need to start decreasing. How do decrease in a manner that makes my pattern come out correct?

Is your hat flat (to be sewn up the side) or knit in the round?
How many are you to decrease per row/round?

Usually when decreasing in pattern it is best to do at beginning and start of round when lying flat. If working in the round is best to pair decreases such that you remove an entire multiple (in your case 4 sts).
