I'm going to take a chance and assume that you already have stitches on the needle?
If that's the case, cast on 9 stitches, knit across the existing stitches, purling the last one. Then you'll cast on 9 more. I'm not sure why they say to turn at that point, but I suspect it's just so you can cast on the stitches.
I'd suggest working across the existing stitches, purling the last one, and working a knitted cast on for the next side stitches.,
