Seed Cowl question

I am new to knitting and working on my first project. I am knitting a seed cowl with a round needle. The pattern called for 199 stitches and then just k1,p1. I've finished my first row but realized that instead of casting on 199 stitches I've casted on 200. How would I decrease the one stitch? This is important in this pattern so I don't want to mess it up. I am afraid to just k2tog since I am working with a round needle. Can someone help me?

If you can un knit the last two stitches, then whether the last stitch is a knit or purl, if you need a knit stitch to come out before the round starts with a purl, then knit the last two stitches together. If you need a purl as the last stitch before the round starts with a knit stitch, then purl the two stitches together. I always cast on one extra stitch and then I slip the last cast on stitch to the left needle and I knit that stitch and the first stitch together as a way to close the round.

What's the problem with k2tog in the round vs knit flat? There's no difference. At the end/beg of the round k2tog or p2tog depending on what the next st would be.
