polly from colourscape folk, rowan
i think i need some more help with this....
dec st at armhole edge on next 3 rows, - with this i was on WS row
does it mean i have to purl one now and then dec 1 on both ends on a knit row, as explained here:
then on 1 foll alt rows and at the same time dec 1 st at neck edge as set on 1st (what does it mean as set on 1st?)
and 1 foll 4th rows. 13 sts
so, is that knit - dec
purl - no dec
knit - no dec
purl - no dec
knit - dec?
dec 1 st at neck edge only on 4th and every foll 4th row to 9 sts. so isn't it the same thing? just dec on every 4th row? why does it say "dec one only on 4th row" then?
i'm sure it's all very straightforward armhole decreasing, but th way it's written is all mumbo jumbo to me...
any help? thank you!

Are you on the back or a front piece and is it a pullover or cardigan?

If on the back you dec at the beg and end of the row because you have 2 armholes. If it's a single front piece dec only on one edge.

"then on 1 foll alt rows "
A 'foll alt row' mean every other one, so after decreasing on the next 3 rows, skip a row and dec on the following one.

"and at the same time dec 1 st at neck edge as set on 1st (what does it mean as set on 1st?)"
As set would be dec in the same way you did before - if it's 1 st in from the edge, continue to dec 1 st in from the edge. At the same time means you dec on both the armhole edge and neck edge.

"dec st at armhole edge on next 3 rows, " dec at the edge on the next 3 rows whether they're purl or knit.

"and 1 foll 4th rows" then on the 4th row after that.

it's for one of the front pieces.
let me get this straight then:
i'm on the RS with 19 sts
dec st at armhole edge on next 3 rows = knit dec, purl dec, knit dec,
then on 1 foll alt rows and at the same time dec 1 st at neck edge as set on 1st = then i purl one without dec, knit dec 1 on neck and arm end
and 1 foll 4th rows. 13 sts = purl no dec, knit no dec, purl no dec, knit dec only one (arm?)
dec 1 st at neck edge only on 4th and every foll 4th row to 9 sts = purl no dec, knit no dec, purl no dec, knit dec at neck only; then purl-knit-purl no dec, knit dec at neck until 9 sts remain;

is that right? i'm sure it's very straightforward, but the way it's written out is such a headache...

That sounds right, usually decs are to be done on the knit/rs rows except for instructions where you dec on every row. So make sure the alt row and evry 4th rows are RS rows.
