Lace weight yarn

I am making a shawl which calls for a yarn not available to me the gauge is 29 stitches and 32 rows to 4 inches on 7 US needles prior to blocking yarn used is lace wgt cashmere.

I am using Paton Lace yarn gauge is 26 stitches and 32 rows to 4 inches on 4 US needles.

My question if I use 3 or 4 US needles will the finished shawl not be as Lacey as the pattern? Or am I better to go with the larger needles called for in the pattern where my gauge is 6 rows to the inch and 5 stitches to the inch prior to blocking

You can use the same size needles called for in the pattern. The gauge on the label is more to classify a yarn into a weight category. You would go by the pattern, the cashmere probably has a smaller needle on its label too; lace is knit on larger needles than would be on the label. The patons lace would work very well on size 7s.
