Waistcoat shaping?

Ok, I'm back after a long long time. And glad to see that questions are still answered as good as possible.

So, I've come across a nice waistcoat I'd like to knit. The pattern is in french, which is not too much of a problem. But somehow I don't get the instructions.

It says to knit the front the same as the back, but starting 2 inches from the top or so, and for the V-neck shaping, to decrease 11 times alternating rows 2+6 or so...

It's confusing.

PLUS: The gauge swatch. There are two charts. I have not counted the stitches but it seems they have different stitch count.
The pattern says to use those charts and knit for 41 rows on 31 stitches or so, but if adding up the rows of the two charts, I don't come up with that number of rows somehow (tried counting with and without WS rows)...
And it doesn't even say what size the gauge swatch is to be!!

Any help would be greatly appreciated.

If you can't make anything of this, I'll gladly look up the pattern and post more detail.

It does sound not quite right (NQR). I think a link to the pattern in French would be a help if that's possible.

A link is not possible, its in a magazine I bought. But I'll post the relevant details.

I tried attaching the charts A and B (not too sure whether it worked. I've read about problem uploading files).

The gauge swatch says:
29 m et 41 rgs en losanges et ray., avec les aig n�3 = env 10 x 10 cm.
(29 stitches and 41 rows in pattern B and A on 3 mm needles about 4x4 inch)

How do they come up 21 stitches ?

There must be some directions in the pattern for the placement of the diamonds and rays (losanges et ray) patterns in the actual waistcoat.

For the swatch, I'd knit the rays patterns over about 35 sts to see if you can get 29sts to 4". You could just knit the 3 extra sts on each side in stockinette and measure over the center 29. Then I'd try the diamond pattern on the same size needles with some extra edge sts to see if it's similar to the gauge for the rays, 29 sts to 4".
