Help with a baby sweater pattern

I have a quick question with this pattern. Here's the link on ravelry:

For the neckband instructions I get Row 1 will be Row A Seed Stitch Pattern and Row 2 will be Row B Seed Stitch Pattern and Row 3 will be Row B again with the buttonhole added.

My doubt is at Row 4 - Do I do Row A or Row B when it says SS11?

What about the rest of the pattern? Wherever it says "SS" do I do Row A of the Seed Stitch Pattern??

Seed stitch over 11 sts; it probably do the same as the row you did for Row 2.
