stuck on sweater neckband

I am knitting a sweater and after finishing the body am suppose to start the neckband. The directions say "using the smaller needles join yarn and pick up 11 stitches across the front, 8 stitches across sleeve ect. Does join yarn mean sew it into the first stitch of the neck? I am an absolute beginner. Thanks

It's even easier than that. Leave about a 6 inch tail and start picking up the sts around the neck. If the first st seems loose, don't worry. Ypu will always be able to tighten it up after you've picked up the sts. When you've finished the neckband you can adjust the tension on that first st again before you weave in the tail of yarn that you started with.
