I'm not sure exactly what the pattern is calling for but to twist a stitch, whether you're kntting flat or in the round on the circular needles, work into the back of the stitch. Either knit through the back loop (ktbl) or purl through the back loop (ptbl).

Again, you need to put more information in your posts - what pattern, whether it's to make a twisted stitch or whether to put a twist in your circular knitting.
