Until peice measures.....
When a pattern states:
"Continue like this until piece measures approx 17-19 cm / 6 3/4"-7"

...And the hat started with 1 inch of ribbing, do I include the ribbing too when measuring or start when the rib was ended?

It means measure from the very beginning so that you're measuting the total length including the ribbing.
