Do it like it says, you're going to knit it in the round to start at the bottom. CO 6 sts, put them on 2 dpns and knit with a 3rd needle, joining to do the first round. After you've done a few more rounds and have more sts you can add another needle or 2 and rearrange the sts so they're more or less the same on each needle. You can look at the Advanced techniques for knitting in the round, you can also do this with Magic loop or 2 circulars.
