It's hard to say, it could mean knit in the stitch 4 rows below the needle. Do you have a link to the pattern, or at least a picture? That will help to have a little more context.

Yeah now I'm not sure it's a pattern I got from my local yarn store. I called them just now and I guess it's something more complicated than what I was thinking so I will be running there in a little bit so they can show me. Thanks for replying though!
