Hoodie Dog Coat - Help!

Hi-

I am anxious to start the Bernat Hoodie Dog Coat (from their website) for my pup, but am confused by the pattern and need an expert's help!

The first paragraph reads:

With larger needles, cast on 40 (46-58-82) sts. Knit 5 rows, inc 4 sts
evenly across last row. 44 (50-62-86) sts. Proceed in stocking st, inc
1 st at each end of needle on 3rd and every row to 50 (60-72-104)
sts, then on following alt rows to 54 (68-82-122) sts. Purl 1 row.

Can someone help translate what: Proceed in stocking st, inc
1 st at each end of needle on 3rd and every row to 50 (60-72-104)
sts, then on following alt rows to 54 (68-82-122) sts. Means?

Do I increase two stitches on row 3, 6 and 9 until 50? Start increase at row 3 and cont to increase each row after?

And what does "on following alt rows mean"?

Welcome to Knitting Help!
Knit 5 rows and inc 4 sts across the 5th row. In stockinette stitch knit 2 rows. On row 3 increase one st at the beginning and one at the end of the row. Repeat this increase on every row (4,5,6,7,etc)until there are the given number of sts. Work one row without increases, work a row with increases and repeat these two rows until you have the given number of sts. You'll be increasing at the beginning and end of every other row at this point.
