7 ridges
In a pattern I am working on it says Work in garter st for 7 ridges what does that mean. This is the pattern I am working on please help.

Size 4 Knitting needles and baby weight or sport yarn
Cast on 34 sts.
Work in garter st for 7 ridges.
K2 tog twice at start of next 2 rows bind off 3 at start of next 2 rows.
Now - K2, p2 ribbing for 14 rows
Bind off fold in half and sew up seam.

It means to work 14 rows in garter stitch. That's usually 14 rows, knit each row although you'll get the same result if you purl each row. When you kit 14rows, you'll see that you have 7 ridges or bumps formed in the knit fabric.

What about the parts in brackets[K2 tog twice at start of next 2 rows bind off 3 at start of next 2 rows]
Now -[ K2, p2 ribbing for 14 rows ]

To me this looks like it should be two separate lines:

K2 tog twice at start of next 2 rows
bind off 3 at start of next 2 rows.

Which would have you decreasing on the next 2 rows then binding off on the 2 rows following. I don't know.

I would not do my decreases in the first stitch, I would do them one or two stitches in from the edge.

Yes, I agree. The decreases are shaping the toe and instep of the bootie.
Then the k2p2 rib will form a snug top to the bootie and keep it on the footie.
