Stitches
I am working on a sock pattern and the pattern say Knit 8 rounds k1, p1 rib then it says Change to st.st and knit 20 rounds will that equal to 28 stitches

Do you mean will you have 28 rounds? 8 rounds of rib and 20 rounds of stockinette makes 28 rounds total. I'd say, yes, you'll have 28 rounds. How many stitches you'll have I don't know.

Good. LOL I wasn't sure my coffee had kicked in yet. Yes, 28 rounds looks to be correct. What sock pattern are you using?

Oh, OK. After knitting those 12 heel stitches you'll turn and work across them just as for any flat knitting. You'll join everything up again later. Here's a video for How to Knit Socks: Working the Heel Flap. HTH
