Bless your heart! Isn't that frustrating?
The quickest way to do it would be to remove the stitches off the needle, and unravel it back a row. Then, put the stitches back onto a smaller needle. Then, knit the next row with your original needle, binding off as you go. Just be sure the stitches are facing the right way when you put them back on the needle.

"End with a WS row" means to do your last row of knitting on the WRONG SIDE of the fabric you're knitting. The wrong side is the side that is not showing on your final project. If you're making a sweater, the wrong side would be on the inside against your skin. If you're making a scarf, the wrong side would be the BACK of the scarf. If you're making a hat, the wrong side would be the inside of the hat.
The wrong side is usually not as pretty as the right side of your knitting.
