I have 31 sts on needle[ pattern says to increase 4 sts evenly to end with 35 sts] can anyone tell me how to do this? thank you

If you know how to work increases, you simply need to evenly distribute (as much as possible) 4 increases over your 31 stitches.

I would probably do it as
K3, inc in next stitch, (k7, inc in next stitch)x3, k3
