I am kinda new to knitting and am trying my hand at my first sweater. I bought the book stitch 'n bitch and am working the sweater on page 196. I am working on the back of the garmet and the directions say:

BO 7 sts at beg of next 2 rows (Bind off 7 stitches at the beginning of the next two rows) right?
then:

Dec 1 st each side every 2nd row 10 times 92 sts (ok I get decrease 1 st but is that at the begining of the row? what does it mean by every 2nd row? Wouldn't that make all of the decreases on the same side?

I'm so Confused

Any help would be greatly appreciated!!

You decrease at each end of the row, every other row.

There will be 2 decreases per row. You do this every other row until you get to 92 stitches on your needle. So basically, I imagine you'll decrease on every right side row.
