Help with this simple hat pattern??

I found this easy pattern on this board, but I'm having trouble with it.

My confusion is you have to alternate rows of knitting and purling to get the garter stitch since you're knitting on the round. That I get, no problem. But then when you start decreasing, they give all the directions knitting. Am I supposed to knit all rowes when decreasing?? (Wouldn't that change it to the stockingette stitch?)). Am I supposed to purl a row in between the decreasing knitting rows?? Am I supposed to purl together every other row according to the directions but purl instead of knit like they say??

If anyone can clear up this confusion, I would really appriciate it!!

If you want to keep the hat all in garter stitch, I think you need to purl all even rows where they tell you to knit.

It looks like a mistake in the pattern to me, too. It may have been converted from flat knitting and that went unnoticed.
