Binding Off/Fringe question

I am making the attached eyelet scarf, which is a basic yo, p2tog stitch.

My question is this... what is going to be the best way to bind off? A regular purl bind off? Will that give the loose look that the cast on row has?

Lastly, I have never added fringe on a scarf. Is there a "standard" length that you would recommend?

If you did a regular cast on, I imagine that if you do a regular bind off at the same point in the pattern, the ends will look as much alike as they can. I don't know of any kind of bind off that results in a look that's too much different.
