Unfinished pattern?
For this pattern

It never tells you how to end with the ruffle edge.

I would reverse the pattern. Instead of k {or p} 2tog for the first two rows, I'd k {or p} into the front and back of each stitch before casting off.

This looks like a pattern you'd start with, not finish with, though you could by reversing it.
As it's written, though, it looks as if it's intended to begin your pattern with, then when you do all of the intstructions, you continue on with the pattern of whatever it was you put the ruffled edge on.
