Very nice knitting! I love to do the scalloped hem on little girl stuff too.

I had never seen "pigtail hats" before this morning.

Here's the pattern for the Pink Pigtails Hat.
I used Caron Simply Soft yarn in Watermellon.
Size 5 and 7 circular needles and size 7 dpns.

This hat is knit with a hemmed edge. Work St st for the desired length of the facing. (In this pattern I knit 5 rnds for the facing and used the picot edge) For the picot edge, work a turning round of *k2tog, yo; repeat from *. For a straight edge, work a turning round by purling all sts. Work the same number of rounds as in the facing, then fold facing along turning round to inside of hat, and attach as follows: Pick up the edge of the first cast-on st and knit this together with the first st on the needle. continue around in this manner, working the edge of the corresponding cast-on stitch together with the st on the needle.

With size US 5 circ needles CO 74sts place marker and join in round
Knit 5 rounds
Turning round: see above for directions
Knit 5 rounds
Hem edge
Change to US 7 circ needle.
Continue to knit each round until hat measures 10cm from bottom edge.

Start Pigtail holes:
BO 4sts, K 29 sts, BO 4 sts, K 37 sts. break yarn
Now you're going to work the front and back of the hat as 'flat knitting'.
Start with the front 29 sts and work 3 rows of St st, break yarn
Work the last 37 sts in the same manner.
Your last row you knit should leave you at the beginning of the round where you bound off the first 4 sts.
I needed very small pigtail holes, so I knit TWO rounds. Make sure to make the sts which close off the pigtail holes very tight so there isn't a huge gap.
Dec rnd 1: dec 2 sts evenly spaced

(If you need large holes for the pigtails to fit through: CO 4 sts, K29, CO 4 sts, K37... then knit 1 round even.
Dec rnd 1: dec 10 sts evenlys paced)

K 2 rnds
Dec Rnd 2: *K2, K2tog; repeat from *
K 1 rnd
Dec Rnd 3: *K1, K2tog: repeat from *
K1 rnd
Dec Rnd 4, 5 & 6: *K2tog; repeat from *
You should end up with 4 sts, break yarn, thread tail through rem sts, pull tight, and fasten to the inside.
Weave in lose ends.
Block.

Now we have to go back and add the little turtle necks that the pigtails come out of.

Using 5 dpns
Pick up 4 sts on each side of the pigtail hole. One DPN for each side.
(to make this easier I used a crochet hook the same size as my dps to pick-up the sts and then transfered those sts to my DPN. It worked like a charm!)
Join, and knit St st for 12-16 rows depending upon how long you want the turtlenecks to be. I did 12 rows on the one pictured.
BO
Weave in ends
Enjoy!

Since the turtlenecks are in St st they will naturally roll at the top, and that's what we want!

Since making the two pigtail hat for my niece, my daughter felt she was in need of a single pigtail hat... since she's too cool for double pigtails.
Here's the pattern for the Mono-Pigtail hat lol

Materials:
Lion Brand Cranberry Wool Ease worsted weight
US size 5 & 6 circ needles and size 6 dpn
Marker
Tapestry Needle

Size US 5 circ needle
CO 92
Place marker and join, being careful not to twist sts.
Work Hemmed edge same as above pattern.
K5 rnds
*K2tog, yo; repeat from *
K5 rnds
Fold sts at turning rnd and Hem
Change to US size 6 needles and procede
K 24 rnds or until hat measures 4.5" from turning rnd.
BO 8 sts, K to end
Now we're going to work the sts as 'flat knitting'
Row 1:Turn work and P
Row 2: turn work and K
Row 3: turn work and P
Row 4 turn work and K
Row 5: P
Row 6: K
Row 7: P
Row 8: k
Back to working in rnd
CO 8 sts (this makes the pig tail hole an 8st X 8 st hole)
K 3 rnds or until hat measures 6" approximately
Change to dpns when necessary
1st Dec rnd: Dec 12 sts evenly=80 sts remain
K 2 rnd
2nd Dec rnd: *K2, K2tog; repeat from *=60 sts remain
K 2 rnds
3rd Dec rnd: *K1, K2tog; repeat from *=40 sts remain
K 2 rnds
4th 5th and 6th Dec rnd: *K2tog; repeat from *=5 sts remain
Cut yarn, thread tail through remaining sts, pull tight, and fasten to inside.
Weave in all ends
Block

To add the big pigtail portal out the back:
P/U and knit 8 sts from each side using your DPN's, join
(I used a crochet hook to p/u the sts and then transfered them to my DPNs which made this much easier for me.)
Work St st for 12-16 rnds depending upon the length you desire. In the photo shown I knit 16 rnds.
Break yarn.
Weave in all ends

The Pink Pigtails hat was made for my 9 month old niece whose head measures 16". The hat fits her now and has enough room so it'll fit her longer than she's going to want to wear it!
You can easily adjust the length of the hat by just knitting fewer rows before the pig tail holes.
