picking up stitches

I'm knitting the buttonhole bag , and just finished the strip that forms the bottom of the bag. The pattern states: With the right side facing, pick up and knit 30 stitches, ending at the stitch before the center of the cast-on edge. Place marker, then pick up another 30 stitches, ending at the center of the bound-off edge, and place another marker, so that you can tell this is the start of the round. My question is, where do you start picking up stitches--is this around the entire bag? Then, do you join when the pattern says to "knit one round"? I'm sure this is simple, but I don't get it. ( You only cast on 3 stitches, and bind off 3 stitches so that both ends are mitered.)

I would say yes to both questions....for other bags I have made, you PU sts all the way around the base piece, and ypu thenm join & start knitting in the round right away to form the sides.

Thank you, I thought that, but the pattern is sl. vague--thanks for your response. I really want to make this bag. Also, it calls for bulky yarn with 2 strands held together; I have worsted weight wool, do I use 2 strands held together to make it bulky? It's confusing to me when they say hold 2 strands together (since it calls for bulky wt. yarn--makes it sound like you hold 2 strands of bulky--is this correct?
