I am new to knitting and came across the term "turn" in a pattern. What does it mean. The row calls for K17, Sl1, K2tog, PSSO, turn. I understand everything else except the turn. Any help will be much appreciated!

It means to turn your work and start knitting/purling the other way -- even if you havn't reached the end of the row yet. It sounds like you'll be workig short rows. Just trust the pattern!
