What they want you to do is to fold the hood in half so that the live stitches that are on the needle are up against each other. Then they want you to graft the stitches together with the Kitchner Stitch
to join them without a seam.
I find the Kitchner Stitch difficult to keep track of. It takes practice, which I've avoided.
Another way you could do it is to put the right sides of the hood together--folded so the live stitches are at the top and do a three-needle bindoff. It will leave a seam, but it will be beautifully neat.
