what is this?!?

i'm a fairly new knitter and recently i ordered some needle bundles off of ebay. when i opened the package, all was as i expected...until i got to this tool. can someone tell me what it's called and what it's supposed to be used for? i'm completely clueless!

I think it's the kind of needle for making loop-stitch type rugs. You push the threaded needle through the canvas, hold on to the loop and then do it again, and again.

thanks! I was hoping i would be some miracle knitting tool that would make me a super great expert knitter in 24 hours or less...but a rug tool is cool too...
