why does row count matter in gauge?
I can understand why the stitch gauge would matter, but most patterns ive come across say rib for 2.5 inches for example. In such a case, why would row gauge matter?

Well, there are also often instructions that say something like....decrease one stitch at edge next and every following 6th row. In those cases, row gauge will matter but you're right, as far as amount of knitting it is often given in inches.
