You can't bind off stitches at the end of a row, so they have you bind off stitches at the beginnings of the rows to have equal bind offs at each side.
Bind off the first 4 and then just keep knitting to the end. Turn the work and bind off the first 4 and purl the rest of that row. Then work two rows--one knit and one purl and repeat the process all over again.
