How do you prevent the sides from being loose

I have a problem when I get to the end/beginning of a new row of the side being real loose. It doesn't show when I get started on the next row, but I don't know how to get it not to do that. Is this normal?

very normal. it is different than all your other stitches because it doesn't have another stitch next to it to help snug it up. i always just kind of give it a gentle tug down to snug it up a bit and usually, as you have found, starting the next row takes care of it. I think a lot of people slip the first stitch of each round too, and that seems to help.
