boobholder gauge(and now puffy sleeve!) help

I just got done reading the craftster KAL for this trying to get an answer for my question.... but I think I fried my math-unfriendly brain. I'm trying to make Glampyre's boobholder/mini sweater. The gauge she uses is 13 sts/4 inches on US 9s. I couldn't anywhere close to that on this beautiful blue yarn I have my heart set on. My gauge is 16 sts/4inches on US 10s. Now is there anyway I can cast on more or less to make this pattern work with this yarn?

ok, I *think* I may have figured this out. Could someone double check my mathematics?

With my gauge I would cast on 64 stitches. Then change where I place the markers for the raglan increases at 11, 10, 20, 10, 11. Then pretty much everything else I can just follow the pattern, right!

I think so. Take the pattern's sts/inch and figure out how many inches you need for the cast on, then using your sts/inch decide how many stitches you need to get that many inches. And the division for fronts, sleeves and back seems to be the right proportion.

I need a little help with the sleeve increases... I want to omit the puffy sleeves. Would I eliminate the first set of increases (the 5 spaced evenly) and then increase like normally (the M1s). Or would I eliminate all the increasing on the sleeves?

I wanted a little puffy/roomyness so I first added 2 stitches instead of 5, but now I'm having thoughts if this will work. Help!

That would work fine. Keep the increases at the markers the same as the pattern, and when you get to the row that decreases the 5 sts, just dec the 2 that you did. You need the increases at the sides of the sleeves in order for them to fit you.
