Increases on Garn Studio pattern

Can someone clarify the increases on this garnstudio headband pattern?

Headband: Start at center back. Cast on 19 sts. Knit rib as follows:
Row 1 (right side): K 1 (edge st knit in garter st), * K 2, P 1 * repeat a total of 5 times – finish row with K 2 and K 1 (edge st knit in garter st).

Row 2 (wrong side): K 1 (edge st knit in garter st), * P 2, K 1 * repeat a total of 5 times – finish row with P 2 and K 1 (edge st knit in garter st).
Make all incs on right side rows.

When the piece measures 8 cm inc all P 1 to P 2 = 24 sts.
When the piece measures 14 cm inc all P 2 to P 3 = 29 sts.
When the piece measures 18 cm inc all P 3 to P 4 = 34 sts.
When the piece measures 21 cm inc all P 4 to P 5 = 39 sts.
When the piece measures 24 cm place a marker = this is the center of headband.
Now reverse shaping – measure from marker.

Thanks! That was a huge help! One more question though...

The pattern says to attached the two ends (in the back) without binding off. Since one edge is the CO edge and then I have live stitches on the other end, what do I do?

It's a very strange way that they've suggested for finishing. If they wanted you to join the two ends without first binding off it would make way more sense if they'd had you start with a provisional cast on. Then you'd have TWO sets of live stitches that could be grafted together or finished with a 3 needle bind off.

You can join live stitches to cast on (or bound off) stitches. You would have the yarn threaded through a tapestry needle, then insert your tapestry needle under the stitch inside the cast on edge and then into the corresponding 'live' stitch that you still have on your needle, etc. This is hard to describe and I think it's difficult to get a nice even 'seam' this way, especially because you're working with ribbing rather than regular old stockinette.

Personally, since you have a regular cast on edge at one end, I would just bind off the other edge too and seam the two together. It would be the easiest way.
