Pattern Help

I'm a new knitter, and I'm trying my hand at making a hat for the first time. However, I've hit a snag with this here pattern...
1) It tells me to cast on 13 st in the middle of the pattern...but how do I do that? None of the knitting instructions tell me how. Is casting on the same as increasing...if so...why is it an odd number. I'm so confused.

I'd just do a knitted cast-on at the beginning of the row. It's the fourth video on Amy's Cast-On page, right here.

You can do a knitted cast on, a cable cast on, or backwards loop CO.
