I am just starting a man's sweater and after 2" of ribbing they are telling me to do two rows of garter stitch. That is kind of strange isn't it? The rest is in stockinette. Because I am in the round does that mean I would do two rows of purling?

if you are doing garter stitch in the round you would have to do the opposite of flat...knit one round purl one round.
if you have a picture of the finished sweater, i would guess you can see somewhere on there that they have the rows of garter...maybe it is just a design detail?
