new knitter with questions

I'm new to knitting and am working on a pair of mittens. I'm stumped on one of the directions. I'm shaping the thumb and it says to k27 turn, cast on 1 st, P13 turn, cast on 1 st, k14. ** beg with purl row work 9 rows in the stocking st.
Does that mean to just do the 14 stitches for 9 rows to make the top of the thumb? Do I just leave the rest of the mitten on the needles or what.

You can...or if you'd find that too confusing, you can put them on stitch holders or a piece of scrap yarn.
