Help with decrease instructions

I am not sure I understand these instructions:

"Bind off 2 sts at beg of next 4 rows, then dec 1 st at each side [every other row] 3 (3,4,4,5) times, (36, 38,40,46,48 sts)
Continue to work even in St st until armholes measure approx 3 (3, 3 1/2, 4 1/4, 4 3/4) inches from beg, ending with a WS row."

Mainly what I am not clear is on the underlined part. But just for clarification sake and making sure I did the whole part correctly, can some explain it in a bit more detail?

I'm guessing that this is a sweater back or front?

Let me see if I can help....I hope I don't make it worse.

I'm using the example in stockinette stitch, as an example because it is easier to see (for me) how it might work.

row 1: BO 2 stitches (k)
row 2: BO 2 stitches (p)
row 3: BO 2 stitches (k)
row 4: BO 2 stitches (p)
row 5: K2tog, knit to last 2 stithces, K2tog
row 6: knit in pattern to end (p)
row 7: K2tog, knit to last 2 stitches, k2tog
row 8: knit in pattern to end (p)
row 9: k2tog, knit to last 2 stitches, k2tog
(repeat rows 8 and 9 for the number of times the size calls for - the part in () at the end of the underlined statement).

Oh...I get it now. I did do the BO correct, the the underlined part makes sense now!

It's for my daughter's jumpers dress, it's basically like doing a sweater in sockinette stitch, just no sleeve.
