Need Help!! on pattern instruction

Hi all,
I just fould this site and I already found it very useful. I do have a question, I am have trouble understanding what this pattern is asking me to do. I am working on a sweater and the pattern had me dec 1 st at the side edge on the following 8th row, (which I did) then inc 1 st at side edge on the next and foll 6 th row. I am confused because I just dec 1st why would I add it on again on the following row?
