How am I supposed to follow this pattern?

I'm doing a feather and fan stitch (just practicing for future use, hopefully), but I'm a bit confused as to how to follow the pattern.

Pattern:

Row 1: K

Row 2: P

Row 3: *K 2 tog 3 times, YO, K1 6 times, K 2 tog 3 times* repeat to border.

Row 4: K

Work the feather and fan stitch until you reach desired length. End by working 8 rows Knit.

I know how to do all of those things, but my question is this: When I finish row 4, do I begin at row 1 again? Or do I just begin at row 3 and repeat rows 3 and 4 until I'm finished?
