Need help undestanding instructions

Hello !

I am a beginner on knitting, and I am trying to knit a pair of slippers for a baby... but I have some silly questions on the pattern instructions

At some point, it says "Inc one st at end of 7 foll alt rows"

Let´s say I´m on row #1, would I increase on rows:
- 2,4,6,8 ...
or
-3,5,7,9,.... ?



Actually, later on it says " dec at each end of next and every foll alt rows"
And the question would be the same.... if I´m on row 1, I would decrease on rows:
- 2,4,6,8, ...
or
-2,3,5,7,9 ... ?

If you were on 1, I'd say increase at ends of 3, 5, 7, 9, 11, 13, 15

" dec at each end of next and every foll alt rows"

If you're on 1, then dec on 2, 4, 6, 8,
