Brand new to the forum/ ? about casting on more stitches

I'm attempting to make a cute little felted bag. The handles are built in. I'm knitting in the round and the pattern called for binding off stitches on each side which I did...now I need to cast on 25 and I'm not sure how to do this. Hope this makes sense...Little Felted Bag

Here's basically what the pattern reads...Help! THank you!


Begin handles: On next round, k13, slip marker off, k3, bind off next 13 stitches, k3, slip marker off, repeat to once more, leaving only beginning round marker.

On next round, k16, cast on 25 stitches, k19, cast on 25 stitches, knit to end of round.

Work 4 more rounds, bind off all stitches. Work in ends.

Felt.

Done.
