Back Zip Baby Jacket(Fiber Trends)

Pattern Stitch consists of 2 rows. 1st row (WS) 2nd row(RS) I am to repeat these 2 rows for 6 1/2", ending with a row 1. Does that mean I knit the row 1 or stop at row 2 and use row 1 as my beginning row for the next step of the pattern? Thank you
