Neck Shaping and Back Neck

Am working on an Ann Norling "The Perfect Tee" pattern. Instructions for the shoulders say: (Beg back neck shaping on same row as 1st shoulder bo). BO 7 at beg of each shoulder edge

Then the instructions for the Back Neck say: BO center 39 sts. Then, at the beg of eachneck edge row, BO 3 sts x 1, 2 sts x 1.

I have no idea how to interpret this. Can someone put it in language a new knitter can understand?

Bind off the first 7 stitches of the row, then bind off the center 39 stitches, and work to the end.

You can't bind off at the end of a row, so you have to do all bind-offs as you start the neck edges on each side.

On the next row, bind off the first 7 stitches, work that side of the shoulder.

Bind off the first 3 stitches of the neck edge and finish the row.

On the next row, work across the first shoulder and then bind off 3 at the other neck edge and finish the row.

Then work across, bind off at the neck edge 2 stitches, finish the row, work across and bind off 2 at the other neck edge.
