Sizing Questions

I plan on starting the Summertime Tunic and am wondering which size to make. The finished sizes are 293?4 (331?2, 371?2, 41, 45)" bust circumference. I am barely a 32A. Should I go for negative ease and make the XS or would that be too tight? I normally wear a small.
